His last 18 years in business and economic development his passion! Chuck earned his Bachelor's degree in Political Science and Master of Public Administration (MPA) from the University of Utah. \n\nChuck was appointed Director of the Utah Procurement Technical Assistance Center (PTAC) in April 2016\, where he provides leadership for a statewide program and a staff of ten employees.\n\nChuck joined the Governor's Office of Economic Development in February 2005\, as the Deputy Director of PTAC and helped build the program from the ground up.\n\n\n\nChuck has served in several leadership positions both locally as president of the Utah Supplier Development Council (USDC) from 2008-2011\, and nationally with the Association of Procurement Technical Assistance Centers (APTAC) since 2011. In March 2015\, Chuck was elected President of APTAC. In his role as President\, Chuck testified before a Congressional Sub-Committee regarding the PTAC program and its accomplishments. Chuck has also been officially recognized for his exemplary work by receiving five letters of excellence from former Governor/Ambassador Jon Huntsman\, and Governor Gary Herbert.\n\n\n\n\n\n\n\nRichard P. Brown JD\, PhD\n\nVeteran Business Manager\n\nVeteran Business Resource Center \n\n \n\nRick is an Air Force veteran\, who spent his military tour of duty in a joint service special activities unit traveling on temporary duty around the world. After getting out\, he used his VA Benefits to go to law school and spent his business career in Washington\, D.C.\, NYC\, and Sao Paulo\, Brazil. For the last eight years\, Rick shifted gears and served as Director of the Office of Military & Veterans Services and taught in undergraduate\, MBA\, & doctorate programs at Bellarmine University. \n\nIn his present role Rick combines his entrepreneurial experience with a passion for working with all of Utah's veteran entrepreneurs as they start and grow their businesses.\n\n \n\n\n\n\n\n \n\n\n\nClancy Stone\n\nBusiness Advisor-Northern Region\n\nWomen's Business Center of Utah\n\n \n\nClancy was an officer in the U.S. Army and then transitioned to corporate America\, where she was often the only woman at the table. She realized women need a better understanding of their strengths and how to leverage them to become leaders. Later she started her own coaching business. Clancy joined the WBCUtah team where she continues to help women live their best lives\, both professionally and personally.\n\n \n\n.\n\n\n\nCody Neville \n\n8(a) Program Manager for the SBA's Utah District Office\n\n\n\nCody Neville is the 8(a) Program Manager for the SBA's Utah District Office in Salt Lake City\, Utah and loves helping people start\, grow\, expand\, and manage their business. \n\n\n\nHe has spent the majority of his career in the Business Development and Business Management Industry\, gaining experiences in areas such as Logistics\, Marketing\, Compliance\, and Acquisition. \n\n\n\nCody has worked both in the private sector with companies such as Target Corporation and Luxottica\, and in the Government sector for the Department of Defense and now the Small Business Administration. \n\n\n\nWhile helping small businesses is his primary job function by day\, Cody also enjoys traveling to foreign countries\, hiking\, camping\, watching movies\, and spending time with family and friends. Cody can also be found working behind the scenes at Hale Centre Theatre as an automation technician during nights and weekends. He has even made cameo appearances on stage in a variety of roles including a Horse\, a Fish\, and a fighting townsman. \n\n \n\n\n\n\nRaymond Christy\n\nAirport Senior Planner-Disadvantaged Business Enterprise Coordinator\n\nSalt Lake City International Airport\n\n \n\nDuring the past 16 years\, Raymond Christy has worked to create opportunities for small businesses seeking contracting opportunities with Utah Transit Authority and now Salt Lake City International Airport (SLCDA). As an Airport Senior Planner DBE Coordinator\, Raymond is responsible for establishing the triennial Airport Concessions Disadvantaged Business Enterprise (ACDBE) and DBE goal methodology\, establishing ACDBE and DBE contract goals\, contract monitoring\, Joint Venture monitoring\, Labor compliance (Davis Bacon regulations) on federally assisted construction contracts and a certifying member of the Utah Unified Certification Program. \n \n\nRaymond has collaborated with several small business advocacy agencies to increase ACDBE certified in the State of Utah by 85% within two years. Raymond has promoted airport contracting opportunities for small business owners through "lunch box" outreach presentations\, as a stakeholder for Utah Bonding Education Program classes\, and as a presenter at the State of Utah Purchasing Symposium. In 2017\, Raymond collaborated with two national car rental companies to increase awareness for contracting opportunities with ACDBE firms at the national level and the Salt Lake City market.\n \n\nDuring his career\, Raymond received the 2019 FAA Civil Rights Advocate and Recipient Award\, 2018 AMAC Advocate of the Year Award\, 2015 Albert B. Fritz Civil Rights Award from the Salt Lake Chapter of the NAACP\, 2015 Purple Star Award for Dedicated Volunteer Service to the Epilepsy Association of Utah. In 2006\, he received the Small Business Administration Minority Enterprise Development Support Award of the Year. Raymond received the 2005 United States Department of Transportation's Grant Recipient Award for Utah Transit Authority's DBE Program. Raymond has served as a Board Member and Chairman of the Board for the Salt Lake County Library System (2006 2010). He has also served as a Board Member for the Belle Spafford Advisory Committee\, School of Social Work\, University of Utah (2004 2009).
